Look at the second one, that is just a time of day difference in the game. Imagine taking a picture in GTA4 at night and asking someone to compare it to a daytime picture.

Also, at the end of the article it says that the 360 build is a few builds ahead. aka it is closer to being completed. What they would do as they are finishing the ps3 version (or any version of any game) is add the dust effects ect. that are mentioned in this article.
